Phil Barnett

An innovative, successful, highly experienced strategic thinker, senior manager, trainer and consultant, leading his own consultancy since 2002.

He was the first Director of Equality and Diversity for the national Learning and Skills Council, and the Director of Policy and Communications for the Commission for Racial Equality before establishing his own company.

Major achievements

• Created the national Learning and Skills Council’s (LSC) equality and diversity delivery structure and policy in 2001

• Created the LSC’s first Race Equality Scheme, its guidance on applying the Race Relations Amendment Act, and prepared the LSC for full compliance with this and the Disability Discrimination Act

• Initiated the LSC’s use of Equality and Diversity Impact Measures

• Constructed and directed the Commission for Racial Equality’s (CRE) campaign to strengthen race relations law, achieving the passage into law of the Race Relations Amendment Act 2000

• As an inspector in the education department of the London Borough of Ealing, designed and delivered the country’s first training courses for head teachers on supporting children at school with HIV and AIDS.
